Allow joining ongoing races.

A rider should be able to join any ongoing group ride, and any ongoing scheduled ride. My experience is that there is a 1 minute window to join a group ride, and you have to be on time to join a scheduled ride. Seems like I should be able to slip into any ongoing ride, just like in Connect classes.
